Corporal Punishment in Arkansas Public Schools, 1999-2000

Arkansas teachers failed to use their heads instead of a board 62,215 times in 99-00.

That much paddling would represent 13.8% (1 in 7) of the public school children in attendance that year.
Arkansas educators hit more students than do the teachers in 43 other states combined.
These acts violate the principle of non-violent conflict resolution 14 times the national rate.

An African American child was the target in nearly 40 out of every 100 paddlings.

Fewer than 25 out of every 100 children attending our public schools are African American.
Institutional paddling, for which there is no formal training, is predominantly a Southern phenomenon..

In 20 out of every 100 times children were intentionally hurt in the name of discipline, the students were identified as "special education" and entitled by law to receive unique learning assistance.
Neither special nor unique, corporal punishment is inflicted disproportionately upon this group. The students' gains, as positive correlates of this treatment, were unmeasured anywhere within the ADE's "Report Card" and they are likewise undocumented, literally, anywhere the researcher or policy maker may look.

The data we have secured from the Arkansas Department of Education is contained in Microsoft Excel spreadsheets converted from data base queries of tables built from individually submitted public school reports. A fairly recent version of Internet Explorer will open these files (suffix "xls") within your browser by using spreadsheet software installed on your computer (MS Excel, on our machine, looks best with IE's "Favorites" window closed). The Netscape browser, however, may only offer you the opportunity to save the file to your own hard drive, to be opened later with your spreadsheet program. We do not expect Netscape to open the file(s) within your Netscape browser window.
